Statement
The finite D exchange=>strict Voronoi theorem was independently re-derived and survived exact-rational exhaustive attack over weighted, singleton, tie, and near-singular cases. The audit sharpened duplicate handling, exact-tolerance, positivity, and move-feasibility assumptions; an unmerged split-duplicate boundary failure is serialized. Targeted prior-art search found no direct equivalent, which is a search gap rather than a novelty claim.
